    What it does

You build a value tree, link objectives to its value levers, take a position on design tensions such as accuracy against group fairness, and map the guidelines that apply. The result is a traceable chain from guideline to business objective.

    Why it matters

This step aligns fairness objectives with legitimate business goals and applicable policy frameworks, including regulatory and internal governance requirements. It identifies non-negotiable constraints and prohibited practices, ensuring that fairness interventions do not conflict with lawful purpose, strategic objectives, or binding legal obligations.
