    What it does

You mark the historical bias patterns that apply and answer a questionnaire, section by section, with evidence, owners and due dates. Answers are scored as control gaps and rolled up into a heatmap and a prioritised risk list.

    Why it matters

This step evaluates historical, social, and domain-specific context to identify plausible fairness risks and affected populations. It grounds the assessment in real-world harm patterns and lifecycle risks, preventing abstract or purely metric-driven interpretations of fairness.

Step 1.3, Contextual Risk & Harm Assessment, in the Diagnosis phase.
