Module 4.3.1 · Phase 4 Enforcement · Step 4.3 Operating ModelCore
Fairness Operating Model Designer
Who owns fairness decisions, and what happens when something goes wrong?
Sets out who owns fairness decisions, how they are made and what happens when something goes wrong.
What it does
From your organisation profile it recommends a Center of Excellence, Hub and Spoke or Federated governance model, then you define forums, a RASCI matrix, escalation rules with response times and a change plan. The operating model exports as JSON or Markdown.
Why it matters
This step defines the organizational structures, roles, responsibilities, and escalation paths required to sustain fairness over time. It embeds fairness into the target operating model, ensuring accountability beyond individual projects or teams.
